Water from hose appears to be still

Liquid water coming out of a hose and into a barrel appears to be still and not moving until a person sticks a finger into the water and it flows normally. A little girl says, "What the hell!?" as a woman says, "Stop!" This effect is called "Laminar Flow" where, "a fluid flow characterized by smooth, parallel layers of fluid moving without mixing or disruption, typically occurring at lower speeds and in viscous fluids."
